WIN Initiative Wachstums- und Innovationskapital für Deutschland

Die steuerlichen, rechtlichen und finanziellen Rahmenbedingungen in Deutschland zu verbessern, ist das Ziel der WIN-Initiative, die im September von Bundeskanzler Olaf Scholz, Bundesfinanzminister Christian Lindner, Bundeswirtschaftsminister Robert Habeck sowie zahlreichen Unternehmen und Verbänden unterzeichnet wurde. Sie soll vor allem jungen innovativen Unternehmen den Zugang zu privatem Kapital erleichtern. Auch soll das Zusammenwirken von Politik und Start-up-Landschaft in Deutschland und Europa strukturell gestärkt werden durch zehn Maßnahmen. Durch das Zusammenspiel von Maßnahmen und Investitionen sollen nachhaltige marktwirtschaftliche Strukturen für Wachstums- und Innovationskapitalinvestitionen etabliert werden.

 

Iliana Ivanova neue Kommissarin für Innovation, Forschung, Kultur, Bildung und Jugend

Die EU-Ministerinnen und -minister und die Präsidentin der Europäischen Kommission bestätigen die ehemalige Europaabgeordnete und Mitglied des Europäischen Rechnungshofs als Nachfolgerin für das Amt der Kommissarin für Innovation, Forschung, Kultur, Bildung und Jugend. Zu ihren wichtigsten Prioritäten nannte Ivanova die Gewährleistung eines stabilen und wachsenden EU-Budgets für Forschung und Innovation. Das Ressort befasst sich derzeit mit Evaluierungen von Horizont Europa und Erasmus+ sowie mit der Gestaltung des nächsten EU-Rahmenprogramms für Forschung und Innovation.

 

Die erste EU-Kommissarin für Start-ups

Ekaterina Zaharieva wurde zur ersten EU-Kommissarin für Start-Ups ernannt. Zaharieva war zwischen 2017 und 2021 stellvertretende Ministerpräsidentin Bulgariens für Justizreform und Außenpolitik. Derzeit ist sie Mitglied des bulgarischen Parlaments. Von der Leyen hat Zaharieva nun als designierte Kommissarin für Startups, Forschung und Innovation vorgeschlagen. Ein Teil ihrer Aufgabe wird es sein, den Europäischen Innovationsrat (EIC), den Europäischen Forschungsrat (ERC) und die Initiative für Hochschulallianzen auszubauen. Außerdem wird sie ein Gesetz über den Europäischen Forschungsraum vorschlagen, um den freien Verkehr von Forschung, wissenschaftlichem Wissen und Technologie zu ermöglichen.

 

Mario Draghi hat einen Bericht vorgestellt, der sich mit den Herausforderungen befasst, denen sich die Industrie und die Unternehmen im Binnenmarkt stellen müssen. Die Ergebnisse des Berichts werden in die Arbeit der Kommission an einem neuen Plan für nachhaltigen Wohlstand und Wettbewerbsfähigkeit in Europa einfließen. Und soll insbesondere zur Entwicklung des neuen „Clean Industrial Deal“ für wettbewerbsfähige Industrien und hochwertige Arbeitsplätze beitragen, der in den ersten 100 Tagen der Amtszeit der neuen Kommission vorgelegt werden soll.

EIC Accelerator Zuwendungen stellen keine „staatliche Beihilfe“ dar

In der Mitteilung der Kommission Union zu staatlichen Beihilfen zur Förderung von Forschung, Entwicklung und Innovation heißt es:

 

„Unionsmittel, die von Organen, Agenturen, gemeinsamen Unternehmen oder anderen Stellen der Union zentral verwaltet werden und nicht direkt oder indirekt der Kontrolle von Mitgliedstaaten unterstehen (i.e. Mittel aus Horizont Europa), stellen keine staatlichen Beihilfen dar.“

Online-Seminar der NKS EIC Accelerator zum Kurzantrag am 12.11.2024

Der EIC Accelerator richtet sich an kleine und mittlere Unternehmen, einschließlich Start-ups, die bahnbrechende, risikoreiche Innovationen mit hohem Marktpotenzial entwickeln. Das Programm bietet sowohl Zuschüsse als auch Beteiligungskapital, um Innovationen bis zur Marktreife zu bringen. Das Bewerbungsverfahren für den EIC Accelerator ist dreistufig: In der ersten Stufe wird ein Kurzantrag mit Video und Pitch-Präsentation eingereicht. In der zweiten Stufe stellen die Kandidaten mit den besten Projektvorschlägen einen Vollantrag. In der dritten Stufe werden besonders vielversprechende Antragstellende zu einem Interview eingeladen.

EIC Academy on innovative procurement

From 14 to 17 October, an online academy on innovative procurement will take place as part of the EIC Business Acceleration Services (BAS). All EIC-funded teams are invited to attend. The registration deadline is 30 September.

 

The academy will present the most important aspects of innovative procurement (in the public and private sector) within and outside the EU. The EIC Business Acceleration Services (BAS) Innovation Procurement Programme aims to strengthen EIC-funded teams.

WIN Initiative Growth and innovation capital for Germany

The aim of the WIN initiative, which was signed in September by Federal Chancellor Olaf Scholz, Federal Minister of Finance Christian Lindner, Federal Minister for Economic Affairs and Climate Action Robert Habeck and numerous companies and associations, is to improve the tax, legal and financial framework conditions in Germany. It is primarily intended to make it easier for young innovative companies to access private capital. The cooperation between politics and the start-up landscape in Germany and Europe is also to be structurally strengthened through ten measures. The interplay of measures and investments is intended to establish sustainable market-based structures for growth and innovation capital investments.

 

Iliana Ivanova new Commissioner for Innovation, Research, Culture, Education and Youth

The EU ministers and the President of the European Commission confirmed the former MEP and member of the European Court of Auditors as her successor as Commissioner for Innovation, Research, Culture, Education and Youth. Ivanova cited ensuring a stable and growing EU budget for research and innovation as one of her key priorities. The department is currently working on evaluations of Horizon Europe and Erasmus+ as well as shaping the next EU Framework Programme for Research and Innovation.

 

The first EU Commissioner for start-ups

Ekaterina Zaharieva has been appointed as the first EU Commissioner for Start-ups. Zaharieva was Deputy Prime Minister of Bulgaria for Justice Reform and Foreign Policy between 2017 and 2021. She is currently a member of the Bulgarian Parliament. Von der Leyen has now proposed Zaharieva as Commissioner-designate for Start-ups, Research and Innovation. Part of her role will be to expand the European Innovation Council (EIC), the European Research Council (ERC) and the University Alliances Initiative. She will also propose a law on the European Research Area to enable the free movement of research, scientific knowledge and technology.

 

Mario Draghi has presented a report on the challenges facing industry and businesses in the single market. The findings of the report will feed into the Commission's work on a new plan for sustainable prosperity and competitiveness in Europe. In particular, it will contribute to the development of the new Clean Industrial Deal for competitive industries and quality jobs, which will be presented in the first 100 days of the Commission's new mandate.

The Communication from the Commission on the Framework for State aid for research and development and innovation states:

 

“Union funding centrally managed by the institutions, agencies, joint undertakings or other bodies of the Union that is not directly or indirectly under the control of Member States (i.e. Horizon Europe funds) does not constitute State aid.”

 

Online seminar of the NCP EIC Accelerator on the short application on 12.11.2024 (in German language)

The EIC Accelerator is aimed at small and medium-sized enterprises, including start-ups, which develop ground-breaking, high-risk innovations with high market potential. The programme offers both grants and equity capital to bring innovations to market. The application process for the EIC Accelerator has three stages: In the first stage, a short application with a video and pitch presentation is submitted. In the second stage, the candidates with the best project proposals submit a full proposal. In the third stage, particularly promising applicants are invited to an interview.
